<br /> <br />REQUEST FOR ACTION <br /> <br />To <br />Ci Council <br />Agenda Section <br />Administration <br />Item Description <br />Authorization to Award Contract to Bonestroo to complete a <br />Loading Assessment and N ondegradation Report <br /> <br />Meeting Date <br />Au st 6, 2007 <br /> <br />Item Number <br />5.5. <br />Prepared by <br />Rebecca Hau ,Environmental Admin <br />Reviewed by <br />Scott Clark, Community Development <br />Director <br />Reviewed by <br />Tim Simon, Finance Director <br /> <br />Action Requested <br />Staff is recommending the Council approve Bonestroo to develop the city's Loading Assessment and <br />Nondegradation Report as required by the Minnesota Pollution Control Agency. <br /> <br />Backeround/Discussion <br />The City of Elk River was required by the Minnesota Pollution Control Agency (MPCA) to apply for the <br />National Pollutant Discharge Elimination System (NPDES) General Storm Water Permit by March 10, <br />2003. A requirement of the permit is to develop a Loading Assessment and Nondegradation Report. <br />This report is due on December 1, 2007. The MPCA will consider the permittee to be in compliance <br />with the nondegradation rules if 1988 loading levels of storm water volume and pollutants can be <br />achieved, either through existing facilities, programs and policies, or through proposed modifications. <br />This report will determine the average annual flow volume, total suspended solids, and phosphorus. <br /> <br />To achieve this, staff requested statements of qualifications from three firms: Bonestroo, Barr and <br />Wenck. Each firm is very qualified however, staff is recommending Bonestroo based on their close <br />relationship to the MPCA, their familiarity with the City of Elk River due to the Natural Resources <br />Inventory (NRI), and the method they are proposing to use which is a GIS approach. They are <br />proposing to complete the work for $28,678. Barr proposed using the Simple Method/P8 model and <br />they propose it would cost $35,000. Wenck proposed using the EP A Simple Method and it would cost <br />$28,568 but that doesn't include any miscellaneous expenses. <br /> <br />In order to keep costs down, the City will be utilizing the new Engineering Technician and Sherburne <br />County's GIS staff to provide Bonestroo with information. Staff is proposing the Council budget not to <br />exceed $40,000 to cover the Bonestroo's work, the City's Engineering Technician and Sherburne <br />County's GIS staff. This would be paid out of the City's Surface Water Management fund. Finance <br />Director Tim Simon has verified that there are sufficient funds to cover this expense which will occur <br />over late 2007 and 2008. <br /> <br />Financial Impact <br />Not to exceed $40,000 <br />
