<br /> <br />REQUEST FOR ACTION <br /> <br />To <br />Ci Council <br />Agenda Section <br />Administration <br />Item Description <br />Request by CAER to Waive Building Permit Fee <br /> <br />Meeting Date <br />A st6,2007 <br /> <br /> <br />Administrator <br /> <br />Reviewed by <br /> <br />Action Requested <br />Consider contribution to CAER (Community Aid of Elk River) in the amount of $115.26. <br /> <br />Background/Discussion <br />As many of you know, the Elk River Rotary Club recendy donated a walk-in freezer to CAER. CAER <br />has requested that the City waive the building permit fee of $115.26 for installing the walk-in freezer. <br /> <br />Past practice on this type of request has been that the City does not waive building permit fees. A part of <br />the permit fee is a surcharge that is paid to the State that cannot be waived. Further, the City has <br />inspection related expenses that are paid for by the permit fee revenue. Therefore, policy has been not to <br />waive permit fees. <br /> <br />In this case, there is another way to assist CAER with this request. State statute 465.039 allows cities to <br />contribute funds to organizations distributing food at no charge to the needy. A contribution from the <br />City to CAER would qualify under that statute. Therefore, in lieu of waiving the permit fee, the City may <br />choose to contribute the permit fee amount to CAER. This is consistent with past practice of not <br />waiving permit fees while still responding to CAER's request.
