Construction would commence <br />in the spring of 2008 and the plant would <br />start opemting in tile spring of 2009. <br />Site Permit Requirement: The addition <br />of this genemting unit at the Elk River site <br />falls within the definition of a Large Electric <br />Power Generating Plant (LEPGP) in the <br />Power Plant Siting Act and, thus, requires a <br />Site Permit from the Commission prior to <br />construction. Great River Energy is applying <br />for a site permit foHowi.ng the full review <br />process, wh.ich requires the applicant to <br />identify the preferred site for the power plant <br />and one alternative site. The preferred site <br />location is at the Elk River site.
