Based on a <br />right-of-way width of 80 feet, we anticipate that approximately 4 - 6 acres ofland would <br />be required depending on the proposed alignment. The acquisition of the needed right-of- <br />way will divide Mr. Gagne's property from a single tract into separate areas abutting the <br />right-of-way. It is likely that the acquisition price would reflect a higher price due to the <br />segregation of the property. <br /> <br />In a previous acquisition along Orono Parkway, which is an MSA route, the City was able <br />to negotiate the acquisition price with the property owner and submit the cost for MSA <br />reimbursement. It is anticipated that this method will also be available for Waco Street as <br />we've discussed with the District State Aid Engineer and District Right-of-Way Engineer. <br />MnDOT has indicated that it is common to pay a higher price for right-of-way when the <br />acquisition significantly alters the before and after value of the remaining property that is <br />not purchased. These additional costs are referred to as severance damages. <br /> <br />It is anticipated that the District State Aid Engineer will provide further direction within <br />the next two weeks. If the City is able to negotiate directly with Mr. Gagne, we will open <br />a state aid project number, prepare a plan sheet showing the proposed alignment, and <br />submit the plan for State Aid approval. Following successful negotiation of the purchase <br />price, the City would acquire the property and submit information to State Aid for <br />reimbursement.
