The City worked with the property owners in an attempt to get the <br />project underway. We were not successful in having the project move <br />forward due mainly to the fact that all of the right-of-way necessary for the <br />project was not being provided to the City. Since this area is in the Western <br />Area Phase II Improvement Project assessment roll, the Mayor has requested <br />an update on the status of this project and a discussion on reconsidering this <br />project. Please see the attached information on this topic. The City Engineer <br />will be at the meeting to discuss this proposed project with the Council. <br /> <br />4.4b. CONCORD PRIVATE ROAD <br /> <br />The City has been involved with this possible project for a number of months. <br />This project involves a private road. The property owners are requesting the <br />City to improve the road and make this private road a public street. A <br />special Council meeting on this topic was scheduled for last Monday, but this <br />meeting was canceled. Councilmember Dietz has been in contact with a <br />number of property owners and should be able to provide the Council with an <br />update on this project. <br /> <br />4.4c. WACO STREET BRIDGE CONCEPT <br /> <br />A long range planning concept that has been discussed for a number of years <br />is a bridge over the Elk River at Waco Street. This bridge is needed and <br />desired for a number of reasons. Also, for a number of different reasons, this <br />bridge has never been close to being a reality. However, recently a <br />"floodable" bridge concept has been discussed by MnDOT and the City. The <br />City Engineer should have an update on this concept for the City Council in <br /> <br />P.O.
