Staff divided this effort <br />into various components: trails, neighborhood parks, regional parks and <br />community athletics. <br /> <br />e <br /> <br />The Master Park Plan cannot be finalized until the Comprehensive Plan <br />update, defining the urban service area and revising the estimate of <br />population at full development, is completed. However, need necessitates <br />certain components be used prior to the entire revised park plan being <br />adopted. Community athletics, which includes everything from sand <br />volleyball in neighborhood parks to adult softball fields with lights, is one <br />such component. <br /> <br />The following are the reasons why community athletics needs to be discussed <br />at this time: <br /> <br />1. <br /> <br />Immediate and future athletic facility needs cannot be met <br />without immediate acquisition of additional land. Acquisition of <br />property for community athletic facilities has been identified as a <br />priority by the Park and Recreation Commission. The Council has <br />given staff direction to look for land for this purpose. The difficulty <br />staff is having finding suitable land for community athletic purposes <br />reinforces acquisition of property as a priority. Finding suitable land <br />is only going to get more difficult as time goes on. <br /> <br />- <br /> <br />To estimate how many acres of land will ultimately be needed for <br />community athletic facilities, staff developed worksheets for each type <br /> <br />P.O.
