This survey analyzes <br />taxes for non-agricultural homes in the 95 cities and towns with a population of 2,500 or <br />more in the metropolitan area and the 27 cities of 9,000 or more in non-metro <br />Minnesota. This survey is based on 1994 taxes on a hypothetical $90,000 home. <br /> <br />e <br /> <br />I am pleased to report that Elk River has the lowest tax of the 27 "non-metro" cities based <br />on the hypothetical $90,000 home. The five non-metro cities with the lowest tax are : <br /> <br />Elk River <br />Marshall <br />Red Wing <br />Owatonna <br />Brainerd <br /> <br />$931.00 <br />938.00 <br />956.00 <br />1,033.00 <br />1,038.00 <br /> <br />The five non-metro cities with the highest tax (based on a $90,000 home comparison) are: <br /> <br />Duluth <br />Cloquet <br />81.
