City of Elk River tax rate information - This information shows the <br />City tax rate remaining stable over the past few years, while the total <br />tax rate has increased. <br /> <br />2. Citizens League/Minnesota Tax Payer's Association Property Tax <br />Survey (from Bill Rubin) - This information shows the City of Elk <br />River with the lowest taxes of 95 metro cities and towns and 27 non- <br />metro cities on a hypothetical $90,000 home for taxes paid in 1994. <br /> <br />3. Supplemental Truth in Taxation information - Answers to a number of <br />general questions that the City Council may receive at the Truth in <br />Taxation meeting are offered from the Finance Director, Lori Johnson. <br /> <br />4. <br /> <br />League of Minnesota Cities Tax Base and Levy Data - Pages from the <br />October League of Minnesota Cities magazine have been reproduced. <br />This information shows how all the communities in the State compare <br />for an average tax rate, plus other tax related information. The <br />Council should be able to identify some comparable cities to Elk River <br />and see where we stand as far as our City tax rate, total tax rate, total <br />tax capacity, the amount of local government aid received, and the <br />amount of HACA received. <br /> <br />e <br /> <br />5. Newspaper articles - Attached is a 11/21/94 article from the Star <br />Tribune that discusses tax increases in the metropolitan area. Double <br />digit tax increases are common throughout the metropolitan area as is <br />a 7 - 9% market value increase. Clearly the City of Elk River is not <br />alone in its scheduled increase in market value..... The second <br />attachment is a 11/20/94 St. Paul Pioneer Press article that reviews <br />taxes in Minnesota. The middle part of this article reviews rising <br />property values and legislative action that affects Minnesota taxes..... <br />The last article is from the 11/30/94 Elk River Star News and this <br />article states that if no changes took place in your property valuations, <br />your taxes would be decreasing. <br /> <br />6. The Current - The December 1994 City Newsletter that reviews the <br />preliminary budget and tax levies is offered as an example of the City's <br />effort to provide the public with information on local revenues and <br />expenditures. <br /> <br />7. <br /> <br />The budget document or the budget appropriations, source of funds <br />summary statements and the proposed tax levy resolution for the <br />calendar year 1995 are included for your consideration. <br /> <br />e <br />
