I believe that this construction <br />timetable is very optimistic and will be very difficult to accomplish. The City <br />Engineer indicates the same in somewhat softer terms at the end of his <br />memo. <br /> <br />e <br /> <br />The City Council authorized a frontage road study in September just prior to <br />consideration of the development proposal for the northeast corner of Elk <br />Hills Drive and Highway 169. This development proposal is scheduled to be <br />back before the Council on 11/21/94. We may want to see if this development <br />project is moving forward this year before we spend City street funds on this <br />street project. <br /> <br />If the development project moves forward, it will be important to determine <br />the financial participation of the developers in this street improvement <br />project. This will determine, in part, the City's level of participation in this <br />overall project. On Monday, 11/7, we just learned that the total cost of the <br />improvements are in the $550,000 range and the City Council has not <br />discussed our participation level (or our funding source) for this project. In <br />order to meet a spring construction deadline, we have to initiate survey work <br />while we are still doing a preliminary feasibility study. This is because we <br />have to go out for bids by the end of January. (The survey work needs to be <br />authorized on 11/14, but the plans and specifications can wait until 11/28 to <br />be authorized). <br /> <br />e <br /> <br />The source of the City participation is going to have to be mainly, if not <br />entirely, MSA funds. The level of our participation appears to be in the <br />$275,000 or more range. We do not know what the exact status of our MSA <br />funds are as we have just assessed out the Elk Park Center and the Western <br />Area Phase II projects and the actual cost won't be determined until 1995. <br />Also, MSA money for this Elk Hills project will not be received until 1996 and <br /> <br />13065 Orono Parkway.
