Previously (on 9/6) the City Council had directed staff to make <br />$30,000 in revenue increases and $15,000 in expenditure cuts. On 10/24 the <br />Council also directed staff to make $17,500 of additional adjustments. <br />Overall, staff has made $37,050 worth of revenue increases, $21,250 worth of <br />expenditure cuts, and directed $4,200 worth of computer equipment to be <br />purchased out of equipment reserves in 1994. <br /> <br />e <br /> <br />These adjustments, plus other Council action on 10/24, including the <br />assumed $55,000 increased contribution from the electric utilities for the <br />loader, give the City a balanced General Fund budget in the amount of <br />$3,782,250. This is an 11.4 percent or $387,500 increase over the adopted <br />1994 budget. The majority of the increase is personnel related. There is <br />about $100,000 in non-personnel increases throughout the proposed 1995 <br />budget. This is about a 2.5 percent increase spread across the remaining <br />budget categories in all of the General Fund departments. If the $55,000 <br />contribution from the utilities for the street front end loader is not obtained, <br />then we will have to reconsider the budget and make further adjustments. <br /> <br />e <br /> <br />One item I would like to review with the City Council regarding the 1995 <br />budget is the clothing allowance for the clerical staff. I have cut $2,450 from <br />the budget for this proposed expenditure. When I discuss this policy change <br />with our employees, I would like to also indicate to them that we will be <br />trying a "casual day" policy for Fridays. A casual clothing attire day is <br />common in many, if not most, of the metropolitan communities. If we are <br />proposing to change our clothing allowance policy (which was established in <br />1989), it would also be appropriate to consider allowing this casual day <br />change in our policy. Initially we would keep the rules for casual day open <br />and let our employees use their best judgment, but if this Friday casual day <br />was abused, we would then have to put some structure into the policy. I <br />would like to briefly discuss this proposed policy with the Council on 11/7/94 <br />and get some direction from them on how to proceed. <br /> <br />P.O.
