<br />. <br /> <br />commercial (C3-Highway Commercial) and the balance (15 acres) would be <br />rezoned to Business Park. <br /> <br />ANALYSIS <br /> <br />According to the zoning proposed by Country Ridge Partnership, it is likely <br />the business park area would have to have access off of Joplin and/or 183rd <br />Avenue. Staff has all along expressed concern with access off 183rd because <br />this will mix industrial/office traffic with residential and would be <br />inconsistent with the design of 183rd which is proposed as a residential <br />street. On the other hand, iftraffic accessing the business park area was <br />limited to the frontage road along Highway 10 or Joplin, a better landscape <br />buffer could be accomplished along 183rd Avenue to separate the light <br />industrial and residential land uses. <br /> <br />. <br /> <br />Furthermore, according to the business park zoning ordinance, commercial <br />that complements the business park uses is allowed. Therefore, staff is not <br />necessarily opposed to commercial as long as it is done in accordance with the <br />business park standards. The area designated for commercial use should be <br />configured in such a manner that it will not prevent a contiguous extension of <br />the business park area to the west. The proposal by Country Ridge <br />Partnership seems to isolate their 15 acres of business park from the rest of <br />the business park area to the west. Therefore, it may be more appropriate to <br />adjust some of the commercial from the Highway 10 frontage road to a <br />location along Joplin Street, and expanding the business park up toward the <br />Highway 10 frontage road. <br /> <br />Attached is the report to the City Council dated September 19, 1994, <br />containing information relative to the proposed rezoning. Please refer to that <br />report as well as the attached Planning Commission report for background <br />information and other analysis regarding the rezoning. <br /> <br />SUMMARY <br /> <br />In closing, Country Ridge Partnership's property currently has a land use <br />and zoning designation which limits the allowable uses to light industrial <br />with no commercial. The request to rezone the property to BP (Business <br />Park) would allow those same industrial uses including some limited <br />commercial. Therefore, the BP zoning designation will accomplish the <br />following: <br /> <br />. expand the opportunity to develop industrial and limited <br />commercial uses; <br /> <br />. <br /> <br />s:council:zc94-10x <br />
