However, it should be considered whether or not <br />warning signs are adequate adjacent to the active face of this operation <br />or if fencing is needed. <br /> <br />RECOMMENDATION <br /> <br />As indicated, Mr. Plaisted started mmmg in this area in 1961. Staff is <br />appreciative of Mr. Plaisted's cooperation with the City through the <br />Environmental Impact Statement process and also updating his Conditional <br />Use Permit. The Planning Commission is recommending approval of Mr. <br />Plaisted's Conditional Use Permit, with the following findings and conditions: <br /> <br />Findings <br /> <br />1. That the conditions placed on the operation adequately protect <br />adjacent neighborhoods and the City form detrimental affects <br />from the operation due to excessive traffic, noise, smoke, fumes, <br />glare, odor, dust, or vibrations. <br /> <br />. <br /> <br />2. <br /> <br />That the operation will not result in a loss of a natural, scenic, <br />or historic features of major importance. <br /> <br />3. That the proposal is consistent with the City of Elk River's <br />Comprehensive Plan, Mineral Excavation Ordinance, Zoning <br />Ordinance, and Environmental Impact Statement on mineral <br />excavation. <br /> <br />4.
