<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Meeting <br />October 25, 1993 <br /> <br />Page 8 <br /> <br />Terry Maurer indicated that an easement is needed to get the flow from <br />Deerfield III through Royal Oaks to the wetland and drainage area from <br />Lots 11 and 12, Block 1, Royal Oaks Addition, which are 0 ed by Mr. <br />Steve artman. Mr. Hartman has provided the City wit a list of <br />conditi ns he would like to see met in order to provi the necessary <br />easement. One of the conditions is that no work is t be accomplished <br />prior the spring of 1994. Terry Maurer stated e has discussed the <br />potential or a change order to meet Mr. Hartman' conditions with the <br />low bidder, and they have indicated a willing ss to pursue the change <br />order. He f ther stated that the low bidder also requested that they <br />would prefer not to construct the pro' ct until the spring of 1994. <br />Discussion was eld regarding the fact t t the work cannot be done <br />this fall due to the lateness of th season. It was suggested by the <br />Council that if t e work must be don in the spring, the City should <br />take measures to prevent flood' 9 of Mr. Poppin's home. Mr. George <br />Deschenes and Mr. M e Poppin bot indicated their concern regarding <br />flooding in the spri and timi g of the storm drainage project. <br /> <br /> <br /> <br />Review pro'ect <br /> <br />COUNCILMEMBER <br />ACQUIRING THE EASEMENT F <br />PROJECT IN THE SPRING. <br />MOTION CARRIED 5-0. <br /> <br />TO AUTHORIZE THE CITY ENGINEER TO PURSUE <br />o MR. HARTMAN AND TO MOVE AHEAD WITH THE <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br /> <br />City Engineer ry Maurer sated that bids were opened for the <br />realignment an reconstruction 221st Avenue with the low bidder <br />being S.J. Lo s Construction at 01,661.85. Terry Maurer indicated <br />that the n cessary easements ha e not been acquired at this time and <br />further st ed that staff feels th financial assistance for this <br />project ould be obtained from the a jacent benefitted property owners <br />which ar in the gravel mining business. Terry Maurer suggested that <br />the cil reject all bids and reconside the project in 1994. <br /> <br /> <br />COU ILMEMBER FARBER MOVED TO ADOPT RES <br />ECTING THE BIDS AND AUTHORIZING RETURN 0 <br />TTER OF THE 221ST AVENUE IMPROVEMENT OF 1993. <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />93-69, A RESOLUTION <br />THE BID BONDS IN THE <br />COUNCILMEMBER HOLMGREN <br /> <br />4.14. High School Student Use of Lion's Park Parking Lot <br /> <br />City Administrator Pat Klaers indicated that District 728 has expanded <br />their parking lot and that this has reduced the number of students <br />using Lion's Park parking lot. Pat Klaers further indicated that the <br />Park and Recreation Commission moved to recommend the posting of four 2 <br />hour parking signs near Shelter LS. The City Council discussed the <br />restriction of student parking at Lion's Park. It was the consensus of <br />the Council that the park be posted so as to prevent any student <br />parking at the park. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO <br />HOUR PARKING DURING SCHOOL HOURS. <br />MOTION.
