<br />ITEM 5. 1. <br /> <br />. <br /> <br />PRO CLAMATIO N <br /> <br />Recognizing October 19, 1994, as Elk River All Star City Day <br /> <br />WHEREAS, the Star City Program was established in 1981 by the State of <br />Minnesota as a way to promote economic development efforts <br />at the local level; and, <br /> <br />WHEREAS, many business owners and residents volunteered their time on <br />the Elk River Economic Development Commission in order for <br />Elk River to achieve the Star City designation; and, <br /> <br />WHEREAS, Elk River was certified as Minnesota's 27th Star City in May, <br />1985; and, <br /> <br />WHEREAS, currently over 130 Minnesota communities achieved the Star <br />City designation; and, <br /> <br />. <br /> <br />WHEREAS, the City of Elk River was recently recognized with certificates <br />of excellence for its marketing materials and promotional video <br />at the Annual Star City Conference; and, <br /> <br />WHEREAS, because of its commitment to economic development, Elk River <br />was also recognized as an All Star City for the year 1994; and, <br /> <br />WHEREAS, Honorable Governor Arne H. Carlson has proclaimed October <br />19, 1994, as Elk River All Star City Day. <br /> <br />NOW, THEREFORE, I, Henry A. Duitsman, Mayor of the City of Elk River, <br />do hereby recognize the achievements of our City's economic development <br />efforts, and call upon the residents and businesses to remember October 19, <br />1994, as Elk River All Star City Day. <br /> <br />Henry A.
