<br />. <br /> <br />The option to defer the payment of special assessments shall terminate and all <br />amounts accumulated, plus applicable interest, shall become due at the occurrence <br />of any of the following events: a) the death of the owner, provided that the spouse is <br />otherwise not eligible for the benefits hereunder; b) at the sale, transfer, or <br />subdivision of the property or any part thereof; c) if the property should, for any <br />reason, lose its homestead status; or d) if, for any reason, the taxing authority <br />deferring the payments shall determine that there would be no hardship to require <br />immediate or partial payment, <br /> <br />APPEALING A SPECIAL ASSESSMENT....No appeal may be taken as to the <br />amount of an assessment unless a signed, written objection is filed with the Clerk or <br />Mayor prior to the hearing or presented to the presiding officer at the hearing. <br /> <br />An owner may appeal an assessment to district court pursuant to Minnesota <br />Statutes, Section 429.081, by serving notil:e of the appeal upon the Mayor or Clerk <br />of the city within 30 days after the adoption of the assessment roll and filing such <br />notice with the district court within ten days after service upon the Mayor or Clerk, <br />unless the property owner has failed without reasonable cause to object prior to, or <br />at, the hearing. <br /> <br />. <br /> <br />ASSESSMENT PAYMENT PROCEDURES....An assessment may be prepaid by <br />paying to the City Finance Director the entire balance plus interest, The time of <br />payment affects the amount of interest charged, Partial prepayment of assessments <br />may be made in acordance with the City's Ordinance. <br /> <br />Within 30 days of Adoption..,Ifthe assessment is prepaid within 30 days after the <br />City Council adopts the assessment resolution, no interest will be charged. <br /> <br />Before Certification,..If the assessment is prepaid more than 30 days after the <br />adoption of the assessment resolution, but before it is first certified to the County <br />Auditor, interest may be charged to the date of payment, (The City Finance Director <br />is required to certify the assessment on or before November 30.) <br /> <br />After Certification....Once the assessment has been certified to the County <br />Auditor, prepayment of the remaining balance may be made, however, interest must <br />be charged through the end of the year, <br /> <br />If you choose not to prepay your assessment, it will be added to your annual <br />property tax statement as indicated on the assessment schedule, <br /> <br />The assessment shall bear interest at the rate of 7,5% per annum, <br /> <br />. <br /> <br />Sincerely, <br /> <br />~tl~r:L 7%zdLhLd~ <br /> <br />Sandra Thackeray d <br />City Clerk <br />
