Box 490 <br />Elk River, MN 55330 <br /> <br />RE: WESTERN AREA DRAINAGE PLAN <br /> <br />Dear Mr. Klaers: <br /> <br />As you are aware, there have been some questions raised about the design of the trunk storm <br />sewer system along Orono Parkway. This system is the primary means of storm drainage for <br />the existing and proposed developments both north and south of Orono Parkway. Construction <br />of the trunk storm sewer is part of the Western Area Phase II Improvements contract. <br /> <br />During the past several weeks, we have been working with Jon Bogart, P.E., of John Oliver <br />& Associates to both clarify our design intentions and to reach an agreement on drainage of <br />future developments in the Western Area. This process is now complete. We offer this <br />correspondence as a summary of the agreed-upon drainage plan for the Western Area. <br /> <br />DRAINAGE AREAS <br /> <br />The drainage plan includes areas from the City Hall property, Country Crossing First, Second <br />and Third Additions south of Orono Parkway, Sandpiper Estates, Orono Third Addition, and <br />also a portion of the properties north of Orono Parkway (see Exhibit). A hydrograph of each <br />area was generated with the TR-20 computer program. Table I shows the internal peak flow <br />generated from each area. <br /> <br />Table 1.
