<br />Mr. Dan O'Brien <br /> <br />-10- <br /> <br />August 4, 1994 <br /> <br />Elk River Retail Center Drivewavs on Dod2e Ave. <br /> <br />In order to move customers in and out of the development in the most efficient and safe <br />manner, we recommend the modifications to the existing site plan as shown in Figure 6 <br />and described as follows: <br /> <br />. <br /> <br />Provide two 12 foot exiting lanes and OI1C 14 foot entering lane at each <br />driveway. This will allow more space for vehicles to queue while waiting to <br />exit without backing up into the lot and greatly improves the safety and overall <br />operation of the driveways as compared to options with fewer lanes. <br /> <br />Move the south driveway approximately 24 feet north so it aligns with the <br />northern most parking lot aisle south of the auto service use. This will <br />eliminate the "crossing" pattern that would have been experienced by entering <br />and exiting customers under the current site plan, thereby greatly improving the <br />safety and efficiency of the driveway. Relocating the driveway to the north will <br />also center it between the two residences on the east side of Dodge Ave. and <br />eliminate the partial offset condition with the residential driveway shown in the <br />current site plan, thereby improving the safety of movements in and out of those <br />driveways as well. <br /> <br />CONCLUSIONS <br /> <br />From the traffic analysis documented in this memorandum, we have established the <br />following conclusions: <br /> <br />Current traffic volumes on Dodge Ave. indicate it is functioning as a collector <br />route. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />In order for Dodge Ave. to conform with pertinent standards as a collector <br />street, it needs to be widened to 36 feet from face of curb to face of curb to <br />allow for one through lane in each direction and a parking lane on one side. In <br />order to accommodate the total post-development traffic volumes, it is <br />recommended that this improvement be implemented in conjunction with the <br />proposed development. <br /> <br />The amount of traffic generated by the proposed development indicates the need <br />for a right turn only lane for southbound traffic on Dodge Ave. at the Elk Hills <br />Dr. intersection, as well as the implementation of four-way stop sign control. <br /> <br />One entering and two exiting lanes are recommended for both development <br />driveways on Dodge Ave. <br /> <br />Relocate the south development drive approximately 24 feet to the north of its <br />location on the current site plan to improve the safety and efficiency of traffic <br />movements. <br />
