Box 490 <br />Elk River, MN 55330 <br /> <br />RE: ELK RIVER RETAIL CENTER <br />SITE PLAN REVIEW <br /> <br />Dear Mr. Ach: <br /> <br />As requested, we have reviewed the package of information submitted for the proposed Elk <br />River Retail Center. The site is on the northeast corner of TH 169 and Elk Hills Drive. <br />Based on our review, we would offer the following comments: <br /> <br />A. <br /> <br />SUBMITTAL <br /> <br />The information reviewed consisted of a site plan, grading and utilities plan, <br />landscape plan, and site lighting plan prepared by Cluts O'Brien Strother Architects <br />and were dated July 27, 1994. Also submitted was a traffic analysis prepared by <br />Benshoof and Associates, Inc., dated August 4, 1994. <br /> <br />B. <br /> <br />TRAmc <br /> <br />The proposed development consists of a restaurant of approximately 6,400 square <br />feet, an auto service business of approximately 4,500 square feet, and two retail <br />buildings totaling 18,800 square feet. Based on the traffic report, the total amount <br />of traffic expected to be generated in a 24-hour period is 2,652 trips. The PM peak <br />hour traffic is expected to total approximately 239 trips. The traffic analysis <br />concludes that a right turn lane should be added to southbound Dodge Avenue as it <br />approaches Elk Hills Drive and also that the intersection of Elk Hills Drive and <br />Dodge Avenue should be converted to a 4-way stop condition. We would disagree <br />with this conclusion at this point, based on the fact that we do not believe there is <br />enough information to come to this conclusion. <br /> <br />2301245-1807,"'g <br />
