With the increase of traffic, the offset nature of Third Street as it meets Gates <br />Avenue has become more of a concern. The City Council directed me to investigate the <br />opinions of the various people that would be affected by such a closure. In doing so, I <br />contacted Police Chief Tom Zerwas, Carol Mills (Executive Director of Guardian Angels), and <br />Cliff Skogsted, Fire Department member. <br /> <br />All three individuals were opposed to any closure of Third Street east of Gates A venue. Both <br />Chief Zerwas and Cliff Skogsted indicated that emergency vehicles utilize this route in <br />accessing both the Guardian 'Angels facilities and the apartments located on Third and Evans. <br />Both felt that during peak traffic times, to route emergency vehicles along Main Street to access <br />Evans Avenue would add significantly to the response time and possibly add a more dangerous <br />route for the emergency vehicle. Carol Mills was very opposed to the closure of Third Street <br />because it provides an access for elderly drivers to Main Street. Carol felt that it was just as <br />dangerous, if not more so, for an elderly driver to try to access Main Street via Evans Avenue. <br />All three of the individuals I contacted strongly suggested that the City pursue the realignment <br />of Third Street at Gates Avenue. As you are aware, this would require the acquisition of a <br />small amount of property on the north side of Third Street and would include the removal of <br />a large diameter tree. <br /> <br />At this point, I have not pursued with the property owner the potential of acquiring the amount <br />of land nece~sary for the realignment.
