Box 490 <br />Elk River, MN 55330 <br /> <br />RE: CONCORD STREET EASEMENT STATUS <br /> <br />Dear Council Members: <br /> <br />There were a total of IS easement documents sent to individual property owners on the <br />Concord Street project. Two property owners received two easement documents each. <br />There was also one individual who has a large parcel of property which only touches <br />Concord with a corner. It is questionable whether an easement is actually needed from this <br />individual. As of yesterday, only six easement documents have been signed and returned to <br />the City. <br /> <br />Yesterday, I met with Grace Ostien regarding the status of these easements. Grace reviewed <br />the file with me and recorded the names of the individuals who have not submitted their <br />easements as of yesterday. She indicated she would contact each of these individually to <br />determine the status. This morning I received a call from Sally Palmer, one of the <br />individuals who has previously submitted her easement. She asked if she could receive her <br />easement back. She was somewhat afraid that not all individuals would give their easements <br />and hers would be recorded without any road improvement being made. I directed her to <br />Sandy Thackeray, and told her she could either get the easement back or discuss the issue <br />with Sandy, because I believe the City will not record the easements unless the project is to <br />move forward. <br /> <br />At this point in time, staff is in a holding pattern waiting to see what happens with the <br />remainder of the easements.
