Mr. Beck is also preparing a 10 <br />foot utility easement, requested by the Elk River Municipal Utilities, to put <br />in a new 3 phase power line. Staff is hopeful that we will have these <br />easements executed so that the 221st Avenue project can be advertised for <br />bids this week or next. <br /> <br />Mr. Beck is also preparing agreements for Class V to be donated by adjacent <br />property owners. Originally, Midwest Asphalt indicated that they would give <br />2,000 tons of Class V. Barton Sand and Gravel said they would match this <br />offer. Midwest may renege on their offer, but Barton Sand and Gravel has <br />generously offered to supply the entire 4,000 tons, if necessary. Staff will <br />also need to get this resolved prior to bids being advertised. <br /> <br />Staff anticipates this project being completed this year. However, we are <br />going through the Wetland Conservation Act process because the new <br />alignment of 221st Avenue necessitates filling part of a wetland. If the <br />wetland process is appealed by someone, or some agency, it could delay <br />finishing the project until next year. Weather could also delay the <br />completion ofthis project. <br /> <br />As indicated in the attached memo from Terry Maurer, City Engineer, the <br />project will be designed so that the existing roadway may stay in use until <br />spring of 1995. After the project is complete, the old alignment of 221st <br />Avenue would be vacated to the adjacent property owners. <br /> <br />In summary, Staff feels this project should be started this year. Barring <br />issues out of the City's control, we are hopeful it will also be finished in 1994. <br /> <br />221st-srfbz <br />P.O.
