The purpose of the EA W <br />is to describe the project and identify potential environmental impacts. The <br />EAW is sent to various State agencies for review. <br /> <br />Staff received comments back from the Department of Natural Resources and <br />the Minnesota Historic Society. These comments are included with this <br />memo. <br /> <br />The City Council is the responsible governmental unit (RGU) that will make <br />decisions on the environmental review of this project. Upon review of the <br />information contained in the EA W, and of comments received on it, it is the <br />Council's responsibility to determine whether or not the project has the <br />potential for significant environmental impact. If the Council feels that the <br />project does have this potential, an Environmental Impact Statement (EIS) <br />would be in order. <br /> <br />Staff is recommending that an EIS not be required. We have included with <br />this memo, a resolution of negative declaration for the need of an <br />Environmental Impact Statement that responds to the comments received <br />and lays out findings of fact for not requiring an EIS. <br /> <br />cc- Hill/Council <br />P.O.
