<br /> <br />Many communities, and agencies within those communities, are <br />experiencing growth. Added growth produces added problems which <br />require special or added attention. One of the fastest growing <br />communities in the state is the City of Elk River. The second <br />fastest county in growth for the state is Sherburne County (1990 <br />Census). According to an article published by the Star Tribune, <br />Sherburne County is projected to have a 92% increase in crime <br />during the next ten years. If you add all those racts together <br />the result is police cannot keep up. . Calls for service have <br />increased without the equal incrrese in manpower. Therefore, <br />certain proactive aspects of enforcement suff.er. Unfortumic"e as <br />this may be, reactive enforcement is even in trouble at times. <br /> <br />Please consider the following: <br /> <br />* Population of Sherburne County has increased by over <br />40% since 1980 (Sherburne County Extension Office) . <br /> <br />* Population of Elk River has increased by over 82% form <br />1980 to present (City of Elk River Demographic <br />Statistics 1994). <br /> <br />. <br /> <br />* <br /> <br />Sherburne County Sheriff's Office has shown an increase <br />of 6,248 calls for service in the last 10 years <br />(Sherburne County Crime Statistics 1993). <br /> <br />* All other agencies in the county have shown calls for <br />service nearly doubled to tripled during the same time <br />frame (Respective year statistics). <br /> <br />* With the exception of Sherburne County, all other <br />departments have shown a decrease in DUI arrests <br />directly associated with increased calls for service. <br /> <br />* Two major highways run through Sherburne County (Hwy 10 <br />and Hwy l69) producing nearly 450 accidents during 1993 <br />alone (Department of Public Safety Accident <br />Statistics) . <br /> <br />* With 37% of all accidents being alcohol related, that <br />equals out to approximately 164 of 444 were attributed <br />to alcohol consumption (Department of Public Safety). <br /> <br />* Accident totals show more deaths have occurred during <br />the first five months than all of 1993 (State Patrol <br />Statistics) . <br /> <br />* <br /> <br />Juvenile arrests have nearly doubled during the five <br />year period. <br /> <br />. <br /> <br />Addilional pages may be included /0 adequately desc1fbe Part A <br />
