<br />. <br /> <br />. <br /> <br />. <br /> <br />ICE ARENA TASK FORCE <br /> <br />DATE: <br /> <br />August 29, 1994 <br /> <br />TO: Elk River City Council <br /> <br />FROM: Jeff Gongoll, Chair <br /> <br />SUBJECT: RECOMMENDATION TO HIRE CONSTRUCTION MANAGER <br /> <br />At its last meeting on August 22nd, the Task Force participated in a presentation from <br />Mr. Brad Lemberg of Independent Consulting Engineers, Inc. (I.C.E.l. <br /> <br />Mr. Lemberg has a wealth of experience with specific expertise (more than 65 <br />projects) in the business of designing and constructing ice arenas. A similar project <br />currently under construction where Mr. Lemberg is the Construction Manager is in <br />Lakeville, MN, and consists of a $1.7 million ice arena with an Olympic sized ice <br />sheet. <br /> <br />Attached for your information is Mr. Lemberg's statement of qualifications and his <br />financial proposal. <br /> <br />Members of the Task Force have been in previous contact with other companies that <br />have expressed an interest in the construction management process for this project. <br />However, the primary focus of these companies is general construction, with limited <br />or no specific expertise in the financing, designing and development of ice arenas at <br />the same magnitude as Mr. Lemberg. <br /> <br />As the Construction Manager, Mr. Lemberg would lend his expertise to the planning <br />and design of a facility that fits our budget. This would include the energy <br />requirements for the ice plant, insulation and roofing materials; and then assist in the <br />interviewing and hiring of an Architect who would finalize the specifications of the <br />facility. Follow-on duties would include the coordination of all bid packaging, reviewal <br />of the bids, plus supervision of the actual on-site construction performed by the <br />general and subcontractors. <br /> <br />Therefore, the Task Force highly recommends the hiring of Mr. Lemberg and I.C.E., <br />Inc., to perform as the Construction Manager to assist with the planning and <br />development of the ice arena project. <br /> <br />REQUESTED ACTION <br /> <br />To accept the fee proposal of Mr. Bradford Lemberg of Independent Consulting <br />Engineers, Inc., of $80 per hour Not- To-Exceed $50,000, to perform as the City's <br />Construction Manager for the planning, design and development of the ice arena <br />project. <br /> <br />a:lca-CM.1 <br />
