<br />r I ~'\( <br />( II <br />1ft< River <br /> <br />ITEM 5.8. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />PAT KLAERS, CITY ADMINISTRATOR <br /> <br />AUGUST 25,1994 1r <br /> <br />SUBJECT: ICE ARENA CONSTRUCTION <br />MANAGER <br /> <br />FROM: <br /> <br />DATE: <br /> <br />The Ice Arena Task Force has met twice since City Council action on 7/25/94. <br />Action by the Council at that meeting related to the financial framework for <br />the project and authorization to proceed in the hiring of a construction <br />manager for the project. <br /> <br />. <br /> <br />At the Task Force meeting on 8/4/94, a discussion took place regarding the <br />process to hire a construction manager, the amount of funds actually <br />available for a construction project, and other issues associated with the <br />project such as the building site legal description, ADA requirements and <br />handicap accessibility, building codes, the structure of an oversite committee, <br />and local fundraising efforts. <br /> <br />At the 8/22/94 Task Force meeting, the City [mancial consultant from <br />Springsted was present as was Mr. Brad Lemberg of ICE, Inc. The City <br />financial consultant provided more information on the amount of funds that <br />could be available for the construction of a new arena, but indicated that <br />more analysis needs to be done in order to determine the exact amount of <br />funds that would be available. Mr. Lemberg (ICE, Inc.) described his <br />expertise in the ice arena construction profession and an extensive discussion <br />took place regarding the role of a construction manager in this project. <br /> <br />. <br /> <br />Initially the Task Force felt that it was important to interview a number of <br />construction managers before making a recommendation to the City Council <br />on which firm or individual to hire for the ice arena project. However, three <br />committee members have had more than one conversation with construction <br />management firms in the Twin City area and none of these firms have <br />experience in the ice arena area that comes close to matching the expertise of <br />Mr. Lemberg. Since ice arena construction is a very specialized area of <br />construction management, the Task Force is comfortable recommending that <br />the City hire Mr. Lemberg for the Elk River ice arena project without going <br />through additional interviews. Again, Task Force members have had <br />conversations with other management firms and it is believed that the <br /> <br />P.O.
