Our goal is to have a simultaneous opening of both elements <br />of the center in July of 1995, which is a date Target has set for <br />its opening, <br /> <br />I ask your cooperation in accepting these necessary changes which <br />have taken place in this shopping center development. These <br />changes are not of our choosing and have been very costly to us. <br />We want to finally begin construction of buildings as soon as <br />possible as we have experienced what happens on a project when it <br />is not started on a timely basis. <br /> <br />If there is any doubt in the mind of any city official whether this <br />project is worthwhile, I can only say that besides the millions of <br />dollars in taxes the project will bring in, we have also invested <br />$2.6 million in public improvements. <br /> <br />By developing our property, we have also made it possible for other <br />property owners in the area to develop their commercial property. <br />without our paying for utilities and Freeport Avenue, these <br />utilities would not be available for the other commercial property <br />in the area.
