However, one element <br />that has continued to change with each new development plan is the total <br />square footage has been reduced as follows: <br /> <br />. Original Development Plan (12/20/93) <br />. Super Target Dev. Plan (7/5/94) <br />. Current Development Plan (8/29/94) <br /> <br />369,903 Square Feet <br />337,900 Square Feet <br />311,393 Square Feet <br /> <br />SUMMARY <br /> <br />The new development plan is in keeping with the spirit and intent of the <br />previous plans approved by the City Council. The City Council did allow staff <br />the ability to make minor adjustments to the development plan without <br />coming before the City Council. However, the most current plan includes <br />elements of both plans approved by the Council and staff wanted to present <br />this to the Council to ensure a blending of the two development plans is <br />acceptable. <br /> <br />. <br /> <br />Several utility improvements have been installed at Elk Park Center and <br />Target is preparing to receive a building permit within the next week. <br />Kraus-Anderson is requesting the new development plan be accepted by the <br />City Council and allow the project to continue on schedule. <br /> <br />RECOMMENDATION <br /> <br />It is recommended the City Council approve the submitted development plan <br />which is within the spirit and intent of previous plans approved for Elk Park <br />Center PUD. On the other hand, if the Council feels this is a significant <br />change, staff should be directed to proceed with a formal amendment which <br />requires a public hearing before the Planning Commission and City Council. <br /> <br />. <br /> <br />epc.council <br />
