The low bid received from Barbarossa & Sons is approximately 9% below this <br />estimated cost. Barbarossa & Sons have previously completed similar projects satisfactorily, <br />and they were the contractor who completed the 1983 Lions Park, Elk River Mall Sewer, <br />Water, and Storm Sewer improvements. This is the project that constructed the large storm <br />sewer outletting to the Mississippi River by Old City Hall. Based on their low bid and <br />previous work on similar projects, we would recommend award to them as the lowest <br />responsible bidder. <br />
