This <br />option calls for the extension of the trunk line through Sandpiper Estates (via <br />183rd Avenue) to the County property with no Sandpiper trunk assessments <br />and no lateral extensions into Sandpiper. This option is the easiest and the <br />one most requested to the staff by the citizens and property owners in this <br />vicinity. This proposal retains all of the City's and homeowner's options for <br />the future. It is also the most economical proposal from a City financial <br />point of view. <br /> <br />. <br /> <br />The original plan for the extension of utilities through Sandpiper goes back a <br />few years. This plan was for a complete installation of trunk, laterals, new <br />streets, and storm sewer. It is obvious that this original concept is not <br />acceptable to the property owners or to the City Council and, therefore, <br />something less than this full public improvement project needs to be <br />considered. <br /> <br />With each new compromise and option that is discussed by citizens, property <br />owners, and Councilmembers, it seems that more and more City funds are <br />put into this proposed project by way of subsidizing the improvements. The <br />City cannot afford some of these more expensive options. Additionally, a <br />precedent may be established with this project that could force the City's <br />hand from a financial perspective when it comes to future public <br />improvement projects. <br /> <br />If the City Council decides to assess some improvements to the Sandpiper <br />area (either trunk or lateral or street improvements), it is recommended that <br />these improvements not take place until 1995. In this manner the <br />assessments can be levied at the October 3 assessment public hearing and we <br />can determine how many of the property owners appeal their assessment. <br />Over the winter months, these appeals will go through the process and we <br />. will find out how many are successful.
