<br />1. The CM performs pre-construction phase services for the City in the same manner it <br />would in the traditional CM model. <br /> <br />2. Multiple prime contract bids are submitted to the City for award (or rejection of all bids) <br />establishing the cost of work. <br /> <br />3. The CM combines the cost of work with its CM fee which equals a GMP. The CM fee <br />is discussed with City staff and known prior to the determination of GMP. <br /> <br />4. When GMP is agreed upon and the project is a go, the City assigns its contracts with the <br />prime contractors to the CM. <br /> <br />5. The CM then assumes the duties of a contractor with more direct control over the work <br />of the prime contractors, including direct performance of miscellaneous work not to <br />exceed the minimum threshold for competitive bidding. <br /> <br />6. The owner pays the CM directly who is authorized to pay the prime contractors subject <br />to proper performance of the work and other appropriate progress milestones. <br /> <br />7. The CM assumes responsibility to complete the job for the GMP, subject to change <br />orders that may be requested by the City. <br /> <br />As noted above, the City retains its traditional right and responsibility for a public project to <br />submit competitive bids and award or reject as appropriate. The contractors are aware of the <br />assignment right. The CM becomes more directly involved in working with the prime <br />contractors than it is in the traditional CM -owner controlled contract with a city. <br /> <br />The claimed benefit is a better value for cities through targeted, lower bids and direct CM <br />control over the work.
