The <br />driveway can accommodate up to six vehicles, however, it is unlikely that six vehicle will be dropping off <br />dogs at one time. <br /> <br />The applicant is proposing one small sign near the end of the driveway or mailbox. City ordinance does <br />not allow signage in the right-of-way. The signage shall be located on the property and shall not exceed <br />two (2) square feet in size. <br /> <br />Applicable Regulations <br />Conditional UJe Permit <br /> <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br /> <br />1. Will not endanger, injure or detrimentally affict the use and e1!JOyment if other property in the immediate vicinity or <br />the public health, safety, morals, comfort, convenience or general welfare if the neighborhood or the (ity. <br />2. Will be consistent with the comprehensive plan. <br />3. Will not impede the normal and orderly development and improvement if surrounding vacant property. <br />4. Will be served adequately by and will not adversely affict essential publicfacilities and services including streets; police <br />and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular, <br />create traffic congestion or interference with traffic on adjacent and neighboring public thoroughfares. <br />5. Will not involve uses, activities, processeJ, materials, equipment and conditions if operation that will be detrimental to <br />any per.rons or property because if excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations. <br />6. Wz/I not result in the destmction, loss or damage if a natural, scenic or historic feature if major importance. <br />7. Will fully comply with all other requirements if this Code, including any applicable requirements and Jtandards for the <br />issuance if a license or permit to establish and operate the proposed use in the city. <br /> <br />If denial of such a permit should occur, it shall accompany recommendations or determinations by <br />findings or a report stating how the proposed use does not comply with the standards set forth in Section <br />30-654. <br /> <br />In the review of the standards for CUP as outlined, it appears that the request is consistent with all of <br />these standards. <br /> <br />Comprehensive Plan <br />The subject property has a High Density Residential land use and is part of a larger land mass in which <br />the City Council has approved a concept master plan. This has been known as the 175'" redevelopment <br />area. Based on the High Density Residential land use, expansion of the Urban Service District could be <br />anticipated. <br /> <br />The Planning Commission did review a concept for a commercial recreational facility for this area at their <br />April workshop meeting.
