PROJECT UNDERSTANDING <br /> <br />The two new redevelopment <br />projects currently under <br />construction, The Bluffs of Elk <br />River and Jackson Place, will <br />significantly change downtown <br />Elk River. In addition, the <br />expansion of the Bank of Elk <br />River building is increasing the <br />vitality of the downtown. The <br />Rivers Edge Commons Park, <br />also currently under <br />construction, will enhance the downtown environment for both visitors and downtown <br />residents. These developments will energize downtown, increase number of downtown <br />residents, draw people downtown for events, and add retail and commercial businesses to <br />the mix. The increased activity level downtown will also increase and change the demand <br />for parking spaces. <br /> <br /> <br />"-y'lf"ff "~"".~ <br />i ~#>\ <br /> <br />,: ..~,~J <br /> <br />Currently the existing supply of spaces is a combination of privately controlled surface lots, <br />city controlled lots and on-street parking spaces. The new redevelopments described above <br />both include below grade parking, presumably intended to serve the residential units. The <br />city has established time limits on the parking spaces and now sells parking permits that allow <br />downtown employees to park all day in designated spaces. Some of the city lots, providing <br />long-term parking, located north of the railroad tracks are perceived as being inconvenient. <br /> <br />This proposal is for a study of parking in downtown Elk River so that the parking system is able <br />to satisfy the existing and future demand for parking spaces. The scope of services is divided <br />into three phases. The first phase is a supply/demand analysis. The second phase is <br />management and alternatives analysis. The third phase summarizes and consolidates the <br />study results into a final report. <br /> <br />The process includes defining the existing demand for spaces, estimating the future demand, <br />obtaining input from stakeholders in downtown parking, and developing alternative solutions <br />to satisfy the future demand. <br /> <br />
