<br />Authorize Carl Walker, Inc. to <br />Complete Downtown Parking Study <br />:NIay 14, 2007 City Council <br />Page 2 of 2 <br /> <br />alternative solutions based on those needs, and their evaluation of the appropriate timing, sizing, concept <br />options, planning and costs associated with a future parking structure. <br /> <br />Carl Walker, Inc. has indicated to staff a timeframe of 10 to 12 weeks to complete the scope of services <br />identified in the proposal. This timeframe appears to align very well with the Downtown Redevelopment <br />Planning process that the Taskforce is undertaking, both from the timing of identifying future downtown <br />land uses as part of the 20-year vision, and in the timing for gathering public input on the draft plan and <br />vision concepts. <br /> <br />Financial Impact <br />The total fee for professional services for Carl Walker, Inc. to complete the downtown parking study <br />described above is $22,100. Staff recommends that the study be paid out of the city Capital Projects <br />Fund. The city's Capital Projects Fund has been used for capital projects in the past. The primary <br />funding sources for this fund has been the remaining special assessments after bonds have been paid off <br />and the debt service fund has been closed. <br /> <br />At its May 7th meeting the HRA briefly discussed ho\v this study would be funded. One of the concerns <br />is that the HRA budget may not have sufficient funds for this expense after taking into account the <br />current Redevelopment Planning project and purchase of the Houlton buildings.
