<br />To The Members of the City Council: <br /> <br />My name is Mark Ruttger; I live at 11287 20Sth Ave NW. <br />I loosely represent my neighbors and myself in a proposed <br />change in zoning for a variety of reasons. This letter <br />comes at the request of the zoning department for the city <br />council members, as a concept review. Most of us have <br />lived in our homes for ten to twenty years now, and have <br />seen Elk River grow by leaps and bounds in this period of <br />time, with all kinds of commercial and a variety of <br />economic growth. <br /> <br />We all purchased our homes with the idea of having a <br />little taste of country living, but given the popularity of <br />this intersection it's getting impossible to have quiet <br />moment any longer. We have beepers from the heavy <br />equipment from the gravel pit, a personal address system <br />along with jack hammers coming from the concrete company, <br />truck horns and jake brakes. According to Sherburne County <br />Public Works, we have traffic numbers exceeding Three <br />Thousand on Highway 33 (20Sth Ave.), and greater than Forty <br />Thousand on Highway 169, making it impossible to sleep with <br />the windows open. <br /> <br />There is also a projected change merging Anoka County <br />Highway 22 (Viking Blvd.) with Highway 33 (20Sth Ave.) <br />resulting in even more traffic. There is also a proposed <br />medium commercial zone plan for the North West corner of <br />this intersection, and yet another commercial zone planned <br />one quarter mile North of properties in question. <br /> <br />Would it not be an advantage for commercial growth to <br />extend this zone to the South, past Highway 33, to better <br />meet the commercial needs? Thus giving companies better <br />access to the new overpass and gradually expand North from <br />here. Another advantage to rezoning these properties would <br />unlock an otherwise landlocked 20 acre parcel of land held <br />by the MNDOT directly West and South of properties 8 and 9 <br />(see map). We also have a main gas line located next to <br />the properties to meet the future needs of companies. <br /> <br />I have been a contractor for over ten years now; I've <br />dealt with many realtors, contractors, and developers. <br />Even without the label of commercial property, I still get <br />inquiries about the property from time to time.
