<br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br />School District <br /> <br />FROM: <br /> <br />Lori Johnson, City Administrator <br /> <br />DATE: <br /> <br />May 14, 2007 <br /> <br />SUBJECT: <br /> <br />Joint School Board City Council Agenda Items <br /> <br />2.1. Future School District Buildiug & Bond Referendum Plans <br /> <br />The Council asked for an update from the school district on their future building and bond <br />referendum plans. Superintendent Mark Bezek and school board members will discuss their <br />future plans and the upcoming referendum. <br /> <br />2.2. Juvenile Liaison Program Funding <br /> <br />As a result of conversations between city staff and interim superintendent Jim Berg, the <br />district's formula for reimbursing cities and counties for liaison officers was changed last <br />year to create more equity in the payment to these entities. The city now receives $25,000 <br />per officer per year. It was our understanding during those discussions that the school <br />district would be reviewing this issue in the future and presenting a proposal to the city. I <br />assume that because there are many other issues that ate of higher priority for the school <br />district, this item has not been addressed yet. <br /> <br />A ttached is some information from Chief Jeff Beahen on the current liaison program. The <br />police department will be requesting an additional liaison officer next year to accommodate a <br />34 percent increase in calls and growth in student population. Under the current funding <br />formula, the city would receive $25,000 for the third liaison officer. The city's cost obviously <br />far exceeds $25,000 per year per officer in order to cover officer pay and benefits, the <br />vehicle, equipment, training, and other expenses. The district has funds designated for <br />security and liaison services; we would like to have more of those funds used to offset the <br />city's cost for providing liaison services. <br />
