<br />is disposed of in or on the land. <br />4. Municipal Buildinq: means township and city owned buildings within Sherburne County. <br />5. Post-consumer material: means waste material generated by households or by commercial, <br />industrial and institutional facilities in their role as end-users of the product, which can no longer <br />be used for its purpose. <br />6. Pre-consumer material: means material diverted from the waste stream during the <br />manufacturing process. Excluded is reutilization of materials such as rework, regrind or scrap <br />generated in a process and capable of being reclaimed within the same process that generated it. <br />7. Qualifvinq Materials: means those building materials that contain post-consumer and pre- <br />consumer recyclable content. <br />8. Recyclinq: means the process of Collecting and preparing Recyclable Materials and reusing the <br />materials in their original form or using them in manufacturing processes that do not cause the <br />destruction of Recyclable Materials in a manner that precludes further use <br />9. Recyclable Materials: means marketable materials that are separated from Solid Waste for the <br />purpose of Recycling, including paper, glass, plastics, metals, automobile oil, and batteries. <br />Refuse-derived fuel or other material that is destroyed by incineration is not a Recyclable Material. <br />Recyclable Materials also refers to marketable materials separated from Industrial Solid Wastes <br />and Construction and Demolition Debris for the purpose of recycling. <br />10. Solid Waste: means garbage, Refuse, sludge from a water supply treatment plant or air <br />contaminant treatment Facility, and other discarded waste materials and sludges, in solid, <br />semisolid, liquid, or contained gaseous form, resulting from industrial, mining, and agricultural <br />operations and from Non-Residential Property, and from community activities, but does not <br />include Hazardous Waste; animal waste used as fertilizer; earthen fill, boulders, rock; sewage <br />sludge; solid or dissolved material in domestic sewage or other common pollutants in water <br />resources, such as silt, dissolved or suspended solids in industrial waste water effluents or <br />discharges which are point sources subject to permits under Section 402 of the federal Water <br />Pollution Control Act, as amended; dissolved materials in irrigation retum flows; or source, special <br />nuclear, or by-product material as defined by the Atomic Energy Act of 1954, as amended. <br /> <br />MAJOR QUALIFICATIONS FOR THIS PROGRAM ARE AS FOLLOWS: <br /> <br />1. Population will be based upon the 2004 State Demographer Population figures. A listing of the <br />maximum grantfor each city and township is attached (see attachment 1). Forthe purpose ofthis <br />program, these numbers shall remain fixed. <br />2. Each community shall have only one grant awarded under this program. <br />3. The maximum award paid out in any given year shall be limited to $1,000,000. In the case of a <br />grant recipient qualifying for more than $1,000,000, the reimbursement will be paid over two <br />years. <br />4. Joint City/Township projects will be considered as qualifying projects. <br />5. For the purpose of this program, qualifying applicants must be able to demonstrate the minimum <br />following standards: <br /> <br />· Use of qualifying materials with recycled content such that the sum of post-consumer <br />recycled content plus one-half of the pre-consumer content constitutes at least 25 percent <br />(based on cost) of the total value of the materials in the project. <br />· Use salvaged, refurbished or reused materials such that the sum of these materials <br />constitutes at least 5 percent based on cost, of the total value of materials on the project. <br /> <br />Page 2 0[6 <br />Sherburne County's Landfill Abatement Legacy Grant Application <br />
