Box 490
Elk River, MN 55330

RE: SCHOOL STREET STRIPING

Dear Mr. Klaers:

Over the past 12 to 18 months, the striping of School Street as either a 4-lane or 3-lane
roadway has been discussed several times. To the best of my knowledge, a decision has
never been made officially one way or the other. As you recall, the opportunity to utilize
a 3-lane roadway striping pattern only exists for approximately three blocks, between Gates
and Irving Avenue. I have previously recommended, and would still recommend, that the
City Council consider a 4-lane configuration.

Forest Lake Contracting is within a week to ten days of completing construction on School
Street and opening it up to traffic. As you are aware, the plans call for the final lift of
bituminous paving to be placed in the spring of 1995. Therefore, we will be putting a full
striping package on this fall; in the spring we will be overlaying the roadway with the final
lift of wearing course and then restriping it. Currently, the plans call for signing and striping
as a 4-lane roadway. I would request City direction as to the striping configuration it
desires. Given the construction schedule, we would have the opportunity to stripe School
Street as a 4-lane roadway this fall, allow it to operate that way through the winter months,
and if the issue needs to be revisited in the spring of 1995, the striping and signing could be
changed to a 3-lane configuration if the City Council so chose.

I will be in attendance at Monday evening's City Council meeting if you have any questions.

Sincerely,

MSA, CONSULTING ENGINEERS

T:2!~

TJM:tw
216-1201.aug
