<br />I ~\.( <br />( II <br />I:l}{ River <br /> <br />. <br /> <br />. <br /> <br /> <br />ITEM 5.1. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Sandy Thackeray, City Clerk <br /> <br />DATE: <br /> <br />August 3, 1994 <br /> <br />SUBJECT: August 15, Council meeting to be aired <br />on Cable TV <br /> <br />INTRODUCTION <br /> <br />It is Staffs intention to begin video taping the third Council meeting, the <br />EDA meeting and the Planning Commission meeting and air these meetings <br />over the government access channel for cable TV. <br /> <br />The August 15, 1994, City Council meeting will be video taped and aired on <br />Government Access Channel 12 of Jones Intercable TV. The Council meeting <br />will not be aired live. Staff is in the process of setting up a time slot to air <br />Elk River meetings. <br /> <br />INFORMATION <br /> <br />Bill Bruce will be present on Monday night to assist Terry Bye in the video <br />taping process. Bill will also give the Council a brief presentation on Cable <br />TV etiquette. Bill Bruce has been very instrumental in assisting in the <br />installation and in the operation ofthe City's cable and video equipment. <br /> <br />The Council should be aware that while the Council meeting is being taped, <br />in order to produce sound for the Cable TV audience, the Council and public <br />must speak into the microphones to be heard. <br /> <br />Microphones <br /> <br />. The Council must speak into the microphone at a distance of <br />about 12 inches from the mic. If the speaker leans back into the <br />chair or does not speak directly into the mic, he or she will not be <br />heard. (Keep in mind that it is very frustrating for an audience to <br />not be able to hear what is being said). <br /> <br />P.O.
