Box 490 <br />Elk River MN, 55330 <br /> <br />Dear City Council: <br /> <br />I was present at the City Council meeting on July 25, 1994 and I <br />did not voice my opinion at that time. I would like to express my <br />position on the Western Area Phase II Improvements as related to <br />the Sandpiper Estates. <br /> <br />Since the council voted to proceed with the improvements, I want <br />all of the improvements to be implemented (storm sewer, sewer, <br />water, and streets). I do not want a partial improvement. If the <br />streets are going to be torn up, I want them to be replaced with <br />curbs and gutters, and the ditches removed. <br /> <br />Any part of the assessment that can be forgiven or waived will be <br />greatly appreciated. <br /> <br />. <br /> <br />I would also request that the city council investigate the <br />possibility that current Sandpiper Estates residents be allowed to <br />not connect to sewer and water until our current septic systems <br />need replacement. <br /> <br />This letter reflects the views and concerns for both my wife, <br />Kathryn, and me. <br /> <br />Sincerely, <br /> <br />Dennis A.
