<br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council __ <br />r:(;' <br />o <br />Scott Clark, Community Development Director -' <br /> <br />DATE: April 13, 2007 <br /> <br />SUBJECT: <br /> <br />Inspection at Elk Ridge Estates - <br />11 755 191st Yz Avenue, Elk River <br /> <br />1bis memorandum is sent as a response to a public complaint issued for the property known <br />as Elk Ridge Estates, 11755 191" Y2 Avenue. Allegations were made that this property has <br />severe property deterioration and major crime issues that are occurring at the property. In <br />order to address this complaint most comprehensively, I reviewed this with Fire Chief Bruce <br />West (the Fire Department is in charge of rental inspections), Chief of Police Jeff Beahen <br />regarding crime incidents, and Building Official Bob Ruprecht, regarding any potential <br />public nuisance violations. <br /> <br />In our review it was found that this property was recently reviewed as part of the City's <br />annual rental inspection process on March 9, 2007. The inspection report illustrates that <br />there are no major issues associated with the building and all of the correction issues are <br />relatively minor in nature and essentially illustrate only typical wear and tear of the building. <br />The major issue that does need to be repaired on the property is the general drive of the <br />parking lot which has failure issues and the owner has submitted a letter to the Fire <br />Department, stating that the repairs will be made on or before July 1, 2007. <br /> <br />On Friday, April 13, 2007, Fire Marshall Clifford Anderson, Fire Prevention Specialist Jeff <br />Smith, Bob Ruprecht and I walked the common areas of this apartment complex and after <br />our review, Smith was to follow-up on the previous correction notices. The overall <br />apartment complex appeared clean and maintained, and the best summary is to state that it is <br />"average" in upkeep and does not match with the type of conditions that were reported in <br />the complaint. <br /> <br />The Chief of Police stated that after reviewing the crime incident reports, this did not match <br />with the complainant's concern of "drug use". The Chief did say that this complex is not <br />part of the City's Crime Free Multi-Housing Association and if they were, many of the <br />
