<br />! ~'\) <br />( )f <br />1ft< <br /> <br /> <br /> <br />ITEM 4.7. <br /> <br />MEMORANDUM <br /> <br />TO: MAYOR & CITY COUNCIL <br /> <br />FROM: <br /> <br />GARY SCHMITZ, PLANNING <br />ASSISTANT <br /> <br />G~ <br /> <br />DATE: <br /> <br />JULY 22,1994 <br /> <br />SUBJECT: UPDATE ON SHERBURNE COUNTY <br />TIPPING FEE AND ELK RIVER <br />GARBAGE RATES <br /> <br />. <br /> <br />The Sherburne County Board of Commissioners recently lowered refuse <br />tipping fees at the RDF Plant for haulers in eastern Sherburne County who <br />enter into a contract with the County. The tipping fees have been lowered <br />from $69.11 per ton to $49.00 per ton. This reduction was an attempt to keep <br />refuse haulers from taking waste out of state where landfill tipping fees are <br />considerably lower in cost. The reduction has been in effect since July 1, <br />1994. The tipping fee charges are approximately 35 percent of the overall <br />cost of refuse disposal. Due to the decrease in disposal fee costs, the City of <br />Elk River is requesting that the refuse rates are lowered by $1.00 per <br />household per month. The actual decrease is slightly more than $1.00 per <br />household per month, however, the extra monies will be used to offset the <br />City's losses concerning the 32 gallon bi-weekly refuse container and for <br />future potential tipping fee increases. The new rates would be in effect on <br />September 1, 1994. The City of Elk River is required to give the refuse <br />haulers a sixty day notice due to a tipping fee decrease. Therefore, the <br />September 1 deadline is the earliest possible timeframe the decrease can take <br />effect. The Elk River garbage rates have not changed since July, 1992. I will <br />be at the July 25, 1994, City Council meeting to answer any questions <br />concerning the tipping fee decrease. <br /> <br />. <br /> <br />P.O.
