<br />I ~'\( <br />( II <br />IIJ{' River <br /> <br /> <br /> <br />ITEM 4.6. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />FROM: <br /> <br />PHIL HALS, STREET/PARK SUPT. <br /> <br />DATE: <br /> <br />JULY 21,1994 <br /> <br />SUBJECT: EDA SITE ALTERNATIVES <br /> <br />The models of park options for the EDA site have been presented to the EDA, <br />the Chamber of Commerce Board of Directors, and the Park and Recreation <br />Commission and will be viewed by the Downtown Development Corporation <br />on Thursday, July 28, 1994. A "straw poll" of those who have seen the <br />models indicates the most interest in Option C, or the model with the large <br />patio at street level and the grass amphitheater at the bottom. <br /> <br />. I have a meeting scheduled with a structural engineer from MSA for Monday, <br />July 25, to review the Cinema building foundation and give the City a <br />recommendation on what reinforcements may be necessary to allow us to <br />place fill material against that foundation. This issue represents the greatest <br />financial unknown and an accurate project cost estimate will be difficult until <br />the foundation issue is resolved, but I am certain that Option C can be <br />constructed for $30,000 or less. If the Cinema building foundation is <br />adequate, the construction cost will be considerably less. <br /> <br />Staff recommendation for financing is to have the City Council appropriate <br />one half of the necessary funds from the Park (Equipment) Reserve and one <br />half from the 1994 Liquor Store profits. Park Dedication funds will be <br />proposed to be used at a later date to add a focal point structure to the site <br />near the river. <br /> <br />Upon receiving the City Council's authorization to proceed with the project, <br />street/park staff would remove the concrete floor from the hole in preparation <br />for placement of the fill material. <br /> <br />. <br /> <br />Forest Lake Contracting, Inc., anticipates having the fill sand available in <br />late August so timing on the project will be important.
