The requested plat is relatively consistent with <br />the concept plan presented by the developer to the City Council in 1992. <br /> <br />The subject property has some physical constraints including utility <br />. easements (UPA, NSP, and Northern Natural Gas), wetlands, some wooded <br /> <br />P.O.
