There have been numerous <br />requests by the church throughout the past ten years on a wide variety of <br />topics. Virtually every request involved some neighborhood concern with <br />increased traffic in the area. Therefore, at the May 24, 1994, Planning <br />Commission meeting, this item was tabled until the Church could submit a <br />traffic study on the impacts of the proposed school with the surrounding <br />residential streets. Benshoof and Associates completed a traffic study of this <br />area and presented their findings to the Planning Commission at the June <br />28, 1994, Planning Commission meeting. City Engineer Terry Maurer has <br />reviewed the traffic study findings and concurs that the addition of the <br />proposed school to the existing church should not significantly impact traffic <br />on the residential streets. The memos to the Planning Commission explain <br />this request in greater detail. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />At the June 28, 1994, Planning Commission meeting, several residents voiced <br />concerns over increased traffic to the residential streets surrounding the <br />church and school facility. In response to the residents concerns, the <br />Planning Commission did recommend the City Council conduct a feasibility <br />study of a three-way stop at the intersections of 197th and Irving Avenue and <br />. at 196th and Irving Avenue for safety reasons. <br /> <br />RECOMMENDATION <br /> <br />5. <br /> <br />FEASIBILITY STUDY BE COMPLETED ON THE INTERSECTIONS <br />OF 197TH AND IRVING AND 196TH AND IRVING. <br /> <br /> <br />The Planning Commission and staff recommend approval of a conditional use <br />permit request by Solid Rock Church to operate a school accommodating <br />grades K-12 from the existing church facility with the following conditions: <br /> <br />1. A MAXIMUM OF 300 STUDENTS BE ALLOWED TO ATTEND THE <br />SCHOOL. <br /> <br />2. ALL BUILDING AND FIRE CODE ISSUES BE ADDRESSED PRIOR <br />TO THE BUILDING BEING USED FOR EDUCATIONAL PURPOSES. <br /> <br />3. A REVISED LANDSCAPE PLAN BE SUBMITTED TO STAFF PRIOR <br />TO THE CITY COUNCIL MEETING ILLUSTRATING RELOCATING <br />THE PROPOSED TREES FROM 195TH AVENUE TO THE <br />NORTHERN BOUNDARY OF THIS SITE ALONG 196TH AVENUE. <br /> <br />4.
