I ~\j ( >; !Ii( MEMORANDUM TO: MAYOR & CITY COUNCIL ~ LORI JOHNSON, FINANCE DIRECTOR7f~ JULY 8, 1994 FROM: DATE: SUBJECT: SURFACE WATER MANAGEMENT Several storm sewer projects have been completed in the last several years and additional work is being done in 1994. In 1994, the City issued $1,080,000 in revenue bonds to finance storm drainage projects. Additional projects are anticipated in 1994, 1995, and beyond. In 1994, the Western Area Improvement of approximately $1 million is being discussed as well as improvements to the Main Street/Evans Avenue intersection and, of course, the probable takeover of certain County ditches. . The City is planning on implementing two fees in order to finance storm drainage projects; one is the Impact Fee which will be paid by developers at the time of development, and the second is a Surface Water Management Fee which will be billed to all property owners. At this time, the billing includes only property south of County Road 33. The Council will need to discuss the merits of a city-wide billing versus exempting properties north of County Road 33. The fee is proposed to be billed based on five different classifications. A residential classification which would include residential lots on a per lot basis. Residential would include both City sewer and water and non City sewer and water lots. Other classifications which would be billed based on acreage include commerciallindustrial, multifamily, undeveloped, and government/church. The fee will be billed by Elk River Municipal Utilities and be included on the monthly utility bill. Many of the customers will already be in the Utilities customer base, however there are numerous customers which will need to be added. At this time there are 4,568 parcels which will be billed for Surface Water Management fees. . The attached sheet provides some sample monthly rates for each classification and the amount of annual revenue each of the rates will generate. The bottom portion of the spreadsheet shows the minimum amount of revenue necessary to pay for projects which have already been authorized and the 1994 Western Area Phase II project. This minimum amount does not include funds for Main Street and Evans Avenue or ditches. This minimum amount of $270,000 would not allow for any additional projects until 1998.
