He has informed me that the County will not be spending any <br />money to construct railroad quiet zones at their three crossings in the City at this time. <br />If the City Council still wants to pursue railroad quiet zones at any or all of the City <br />railroad crossings, I would suggest staff be directed to prepare a feasibility study that will <br />detail the appropriate type of installation, estimating the types and costs of <br />improvements necessary, identifying potential funding sources, and providing a timeline <br />for implementation. This can then be presented back to the City Council for decision <br />regarding which and how the railroad quiet zones should be pursued. <br /> <br />D. School Street/Jackson Avenue Intersection Improvements <br /> <br />I will present information regarding a preliminary design for the intersection <br />improvements at School Street and Jackson Avenue. These include adding a Jackson <br />Avenue southbound right turn lane onto westbound School Street, and modifying the <br />existing signal system to provide left turn arrows on all four legs. In addition, the <br />proposed improvements would modify the striping of J ackson Avenue south of School <br />Street to TH 10 to a three-lane design, including a center left turn lane. This is in <br />anticipation of the development of multi-family housing on the west side of Jackson. <br />After presenting this information, I will be looking for Council direction on how to <br />proceed. <br /> <br />E. Proctor Avenue/TH 10 Right Turn Lane <br /> <br />With the construction in downtown Elk River, MnDOT has added left turn arrows to <br />the Proctor Avenue legs of the intersection at TH 10. With some minor modifications, <br />the southerly leg of Proctor Avenue could be widened slighrly and striped to provide a <br />full right turn lane for vehicles wanting to go east on TH 10. Currenrly, Proctor Avenue <br />is not quite wide enough for this right turn lane, but is wider than needed for a straight- <br />thru right turn lane, adding to some confusion for the motoring public. <br /> <br />F. Main Street/TH 169 Right Turn Lane <br /> <br />An issue was raised at a department head meeting regarding whether or not the <br />westbound Main Street right turn lane onto northbound TH 169 could be extended. <br />Some staff have reported that they often see right turning vehicles not being able to <br />access the right turn lane, due to a queue of westbound Main Street traffic. I will have <br />an exhibit to show how that turn lane can be extended and an estimated cost. I will be <br />looking for Council direction of whether or not this is a project you would like to <br />pursue. <br /> <br />G. 197th Avenue Trail Between TH 169 and Tyler Street <br /> <br />I have analyzed what it would take to provide a detached bituminous trail along 197th <br />Avenue from TH 169 to Tyler Street. I will be reporting on which side I believe would <br />be better suited to accept a trail, what the issues involved would be and an estimated <br />cost.
