<br />Non-Statutory Findings <br /> <br />The Task Force discussed characteristics of the EDA and recommends for <br />further deliberation by the Board of County Commissioners the following: <br /> <br />Membership <br />. Nine members on the Economic Development Authority <br />. Geographic representation from across the county <br />. City and township representation <br />. At-large representation <br /> <br />County Duties <br />. Responsibility for economic development will remain in the County <br />Administrator's office at this time; no changes in county staffing are <br />anticipated. <br /> <br />According to the statute, if there are 9 members on an Economic Development <br />Authority, at least 2 must be County commissioners. The committee noted that if <br />3 of the 9 are county commissioners, then additional meeting notice <br />requirements may apply. <br /> <br />Although the Task Force prefers a nine member EDA, the group considered that <br />the County Commissioners may be wary of establishing such body. The task <br />force therefore further recommends that the EDA be subject to the following <br />requirements and explicit limitations: <br /> <br />. Bylaws of the new EDA must be approved by the County Board <br /> <br />. Annual operating Budget and plan must be approved by the County <br />Board <br /> <br />. Any levy must be approved by the County Board <br /> <br />. No bonds may be issued without the approval of the County Board <br /> <br />. EDA actions must be consistent with the Sherburne County <br />Comprehensive Plan <br /> <br />. All development plans must be approved by the County Board prior to <br />implementation <br /> <br />. EDA must submit an annual report to the County Board of <br />Commissioners <br /> <br />18 <br />
