<br />Liberty Heights Estates of Elk.River <br />November 9, 2006 <br /> <br />Page 2 <br /> <br />· The City is currem:lyworking on a traffic calming policy for residential areas. As <br />this policy is developed and adopted by the City Council, traffic calming <br />elements may be required in the road construction in this plat. <br /> <br />B. Grading Plan <br /> <br />· City policy requires lowest opening on buildings adjacent to ponds and wetlands <br />to be 1 foot above the emergency overflow elevation. There are a number of <br />areas where the house elevations indicated would not provide this 1-foot <br />difference between the emergency overflow elevation and the lowest opening. <br />Some of the lots in question are listed below: <br /> <br />Lots 1 - 27, Block 6 <br />Lots 18 - 26, Block 9 <br />Lots 16 -24, Block 10 <br />Lots 1 - 5, Block 12 <br />Lot 1 - 17, Block 21 <br />Lot 1, Block 23 <br />Lots 1 and 2, Block 24 <br /> <br />· Rear yard drainage needs a minimum of 1 percent grade. There a number of rear <br />lot areas that appear to. be less than 1 percent. All rear lot areas need to be <br />reviewed and specific spot elevations added to ensure that the minimum 1 <br />percent grade is m~int"ained. <br />· There is.a pond outlet along the south side of Lot 6, Block 24. South of this lot <br />is a piece of property not currently in the plat. A drainage and utility easement <br />will be necessary for this outlet. <br />· There are no pond outlet pipes shown on the grading plan. <br />· Eliminate storm sewer between Lots 5, 6, 22 and 23, Block 18. <br />· There are a number of retaining walls shown on the grading plan. Any retaining <br />walls necessary for the construction of homes on the proposed lots will be <br />required to be built as part of the plat development. Any walls over 4 feet tall <br />will require fencing along the top and a building permit. <br />· A culvert is needed for County Highway 40 ditch under 189m Avenue. <br />· The conceptual layout for the school! park site shows the existing pond being <br />replaced with a little league baseball diamond. This pond must stay in existence, <br />as it accepts drainage from a portion of River Park, or it must be replaced in a <br />suitable location. <br /> <br />C. Utility Plan <br /> <br />· Move sanitary sewer located between Lots 2 and 3, Block 25 to Lots 3 and 4, <br />Block 25. <br />· Extend watermain and sanitary sewer along unnamed street from 19~ Avenue <br />to County Road 33. <br />· Extend wateIn1ain to County Road 33 between Lots 9 and 10, Block 3. <br />· There is no specific design information shown for the lift station. <br /> <br />S:\PLANNlNG\Case Files\2006\Plat\P 0G-03 Liberty Heights Estates\n09 06 Engr's memo.doc <br />
