Liberty Heights Estates is a proj ect consisting of a gross area <br />of276.82 acres and a net area of270 acres (does n.ot in,elude right-of-way for County Roads). The project <br />is being developed by Mr. Edward Dulak ofB.R I-ioldings, LLP. The project site is comprised of parcels <br />ovvned or previously owned by Patlick, Deborah and Emma Holzem, Ronald Middlestadt and Sharon Bauer. <br /> <br />TIle fully developed project will have 452 lots, one of which is a, future school site (29.8 acres), city park <br />(7.46 acres) and a restored wetland (37.8 acres). The project includes city services for sanitary sewer, <br />watezmam, storm sewer and streets'with concreteourb and gutter and sidewalks. Additional improvements <br />inolude typical street lighting, boulevard trce(s) (two per let), bitcminaus trailway and other associated <br />landscaping. The site will be served with natural gas, electric, telephone and cable TV. <br /> <br />The site is proposed to be developed in eight phases of 50 to 60 lots per phase over as many years, <br />progressing south to north. E-arthwork grading will likely be completed in a mueh shorter time frame with <br />the first phase commencing in 2007. Street accesses will be located at 189th Avenue NW and Liberty <br />Heights Drive, both at County Road 40 and one access onto Viking BoulevardNW (County Road 33) along <br />the east lil'le of the Bauer Parcel. <br /> <br />Liberty Heights Estates is proposed to be developed. as a PUD versus standard zoning. The <br />Owner/Developer is proposing to complete a number ofimprovements at his expense to support his request <br />for PUD 'zoning. These improvements include construction of a .trailway system, wetland restoration (37.8 <br />acres) in which the City will receive wetland banking credits, landscaping along County Road 40 in <br />conjunction with construction ofa trailway. earthen berm, and decorative fencing. Wetland buffers are being <br />placed along those wetlands that are not being fully impacted. Trees and vegetation are being preserved in <br />selected areas to provide screening. <br /> <br />The average lot size is 12,815 square feet based on 4511ots. The miilimum lot size is 9,750 square feet. <br />The Owner/Deve:loper will develop a set of restrictive . covenants to preserve the character of the <br />neighbQrbood, identify building size and minimum design requirern.ents.
