The proposed addition is to an existing building that is not visible off the property. It is <br />not expected to affect other property. <br />2. Will be consistent with the comprehensive plan. The addition is to an existing building that is <br />consistent with the Comprehensive Plan and predominant land use. <br />3. Will not impede the normal and orderlY development and improvement of surrounding vacant proper(}. <br />Surrounded area is developed. <br />4.
